우 전지사의 처벌내역은 성희롱범죄로서 여성의 인격에 매우 모진 정신적 상처를 가하고 수치심을 유발하는 비인권적인 것입니다. 그것도 사생활에서 일어난 것이 아니라, 도지사직무를 수행하는 관청 도지사실안에서 일어난 공무수행 중 사건이고 더구나 우 전 지사는 범행을 완강히 부인하여 피해여성을 맞고소함으로써 끝까지 다투고 매우 심각한 고통을 안겨주었던 사건으로 재판도 4년이나 끌었던 것입니다.

김 최고위원이 말했듯 우 전지사가 사과한 것도, 몇 차례의 지방선거를 통해 심판을 받은 것도 아니라고 생각합니다.
우리 민주당이 왜 이렇게 되었는지 생각해 봅니다. 과거의 잘못에 대한 처절한 반성도 없이 관성적으로 집권당의 잘못에 기대어 지지를 얻으려고 하는 것 아닌지? 흰 고양이든 검은 고양이든 선거에서 이기면 되지라는 안이한 생각을 하고 있는 것이 아닌지?
이런 생각은 최근 민주당 지도부가 이번 지방선거를 준비하는 자세에서도 잘 보입니다. 선거는 정당이 자신들이 집권을 할 때 국민들에게 제시할 수 있는 비전을 보여주고 지지를 얻어나가는 계기입니다. 따라서 선거 준비는 당이 앞으로 나아가야 할 방향을 제시하고 이를 실현할 수 있는 사람들을 발굴하는 데 주안을 두어야 하는 것입니다. 사람을 발굴하는 것은 몇몇 사람이 모여 않아 끼리끼리 논의함으로써 되는 것이 아닙니다. 국민들의 저변에 도도히 흐르고 있는 민심을 수용함으로써 가능한 것입니다. 이것은 바로 완전한 국민경선을 통해서만 가능한 것입니다. 비전에 동의하는 다양한 후보자들이 국민들과 당원들에게 의견을 묻는 과정을 통해 후보를 선출하는 과정을 통해 가능한 것입니다.
고 노무현 대통령이 후보가 되는 과정을 다시 돌아봅니다. 당시에는 이른 바 대세론이 있었습니다. 지도부가 생각하고 있던 것이지요. 그러나 국민경선을 통해 국민들의 민심에 무엇이 있는지 확인하고 국민들의 현명한 선택에 의해 노무현 후보가 탄생한 것이었지요. 이미 짜여진 각본에 의해 연출된 드라마는 국민들의 관심을 끌지 못합니다. 스포츠가 재미있는 이유가 바로 여기에 있습니다. 누구도 예상할 수 없는 결과가 나올 수 있다는 데 흥미가 있다는 점이지요.
과연 우리 민주당 지도부가 이런 것을 준비하고 있나요? 저는 의구심이 듭니다. 이미 짜여진 각본에 의한 드라마, 누구나 예상할 수 있는 드라마를 연출하고자 하는 것이 아닌가라는 생각이 듭니다.
경선이라는 축제 과정을 통해 정당은 국민들의 지지세를 확장할 수 있습니다. 정책 경쟁을 통해 당이 나아가야 할 방향을 제시하고 선택받는 자리가 바로 경선입니다. 민주당이 가지고 있는 특허 상품인 국민경선제를 뒷전에 두고 지도부 일부가 자신들이 생각하는 것이 옳다고 강변하는 것이 과연 민주 정당이라고 할 수 있습니까?
이번 지방선거는 한나라당 일색인 지방정부에 대한 심판과 민주당이 새로운 비전을 보여주는 자리가 되어야 합니다. 우리 국민들은 한나라당 정부의 일방통행식 정책운영에 대해 심판하여야 한다는 열기를 갖고 있습니다. 다만 민주당이 이런 열기를 담아 정치적 비전을 실현할 수 있다는 신뢰를 형성하지 못하고 있다는 것이 문제입니다. 이런 열기를 담을 수 있는 그릇을 만드는 데 주력하여야 하는 것이 당 지도부의 역할이라고 봅니다. 문제는 역시 사람입니다. 어떻게 어떤 사람을 공천하여야 하는가라는 사람의 문제입니다. 가장 좋은 방법은 역시 민주당이 새로운 역사를 만든 국민경선에 있다고 생각합니다. 당의 대의에 동의하는 사람들이 자신의 생각을 걸고 국민과 당원에 의해 선택받는 것, 이것이 바로 민주주의의 기초가 아닙니까?
당 지도부의 잘못된 생각은 현명한 국민과 당원들에 의해 교정될 수 있습니다. 민주당은 유구한 역사를 통해 국민들의 생각을 읽고 새로운 비전을 제시하였고 앞으로도 그럴 수 있을 것입니다. 제가 앞장서겠습니다. 누구에게나 동일한 기회를 주는 것, 경쟁할 수 있는 기회를 주는 것, 이것이 민주주의의 근본이고 민주당의 전통입니다.
