민선5기 수원시의 새로운 발전방향을 제시하는 ‘시민약속사업 시민공청회’가 1일 오후 수원시청 대강당에서 열렸다.
이날 공청회는 민선5기 출범으로 ‘사람이 반가운 휴먼시티’로 거듭날 수원시의 시민약속사업이 시만의 일방향적인 약속사업이 아닌 시민과의 충분한 의사소통을 통해 시민이 원하는 방향으로 약속사업을 결정, 추진하도록 하기 위해 열렸다.
공청회에는 시민, 염태영 수원시장을 비롯한 관련 공무원, 강장봉 수원시의회 의장을 비롯한 시의원, 유관기관, 시민단체 등이 참석했다.
공청회 좌장은 강형기(충북대 행정학과)교수가 맡았으며, 수원상공회의소 김종국 사무국장, 수원시의회 김상욱 의원, 한국메니페스토 유문종 사무총장, 젠더&리더십 김양희 대표, 서울시정개발연구원 이창우 연구원, LH공사 안상욱 녹색경관처 차장, 수원경실련 박완기 사무처장이 지정토론자로 참가했다. 또한 일자리 TF팀의 이계안 위원장, 시민참여 TF팀의 황인성 위원장, 환경수도 TF팀의 조명래 위원장, 도시재생 TF팀의 이재준 위원장이 전문가로 자리를 함께 했다.
공청회는 시에서 시민약속사업으로 추진하고 있는 일자리 창출분야, 시민참여.행정개혁분야, 문화교육분야, 여성복지분야, 환경수도분야, 도시재생분야에 대해 각 분야별로 관련 국장이 사업을 소개했다. 이어 지정토론자들이 토론을 한 후 공직자와 외부전문가로 구성된 TF팀의 전문가 의견을 듣고 공청회에 참석한 시민들과 자유토론을 펼치는 방식으로 진행됐다.
염태영 시장은 공청회에 앞서 “취임 이후 줄곧 시민이 정말 원하고 있는 것이 무엇이며 이를 어떻게 실현시켜나갈 것인가를 고민했다”면서 “공청회에서 그동안 수립한 주요사업에 대해 시민들과 충분히 의견을 교환하고 이를 통해 시정발전방향을 모색하고 완성도 높은 사업 계획이 수립되도록 하겠다”고 말했다.
수원시는 앞으로 일자리 창출을 위해 신성장 유망중소기업 육성 및 고용창출, 경기남부 광역경제권 상생협력체게 구축, IT 디지털 체험과 건립으로 신성장 동력을 창출하고 청년벤처창업 지원센터 조성, 지역밀착형 사회적 일자리 창출, 구도심 골목상권활성화, 전통시장 문화 콘텐츠 개발로 더 좋은 일자리를 창출해 일터가 즐거운 활기찬 도시로 발전해 나갈 계획이라고 밝혔다.
시민참여·행정개혁분야에서는 참여와 소통, 공직풍토 쇄신을 위해 수원시좋은시정위원회 설치 및 운영, 시민이 주인되는 마을만들기, 살아있는 현장행정, 행정구역 통합, 청렴한 공직사회 구현, 투명한 인사운영과 합리적인 조직 재설계 등을 추진해 나가기로 했다.
여성복지분야에서는 민관협력을 통한 휴먼서비스 통합체계 구축, 풍요롭고 활기찬 노인복지 인프라 확대, 여성정책 주류화 기반 강화, 여성의 경제적 자립과 돌봄에 대한 지원 확대, 여성의 안전과 건강권 보장, 우리아이 희망스토리 프로젝트 등 사업을 추진하기로 했다.
환경수도분야는 녹색교통도시, 녹색회랑도시, 기후보호도시, 생태농업도시, 자원순환도시 등을 통해 녹색 휴먼시티 수원을 조성하는 것을 목표로 삼았다. 시는 이를 위해 친환경 교통수단 도입, 광역교통망 연계 확충사업 추진, KTX 수원역사 유치, 녹색회랑도시 조성, 신재생에너지 보급 확대, 친환경 도시생태농업 추진, 아토피 자연치유센터 건립 등 사업을 추진하기로 했다.
도시재생분야에서는 경제활성화, 녹색환경, 문화, 시민참여를 도시재생 전략으로 삼고 수원화성 르네상스 전략 사업을 펼치면서 수원 도시환경연구 조직을 설립하고 광교신도시 개발이익금과 공공기관 이전 부지를 적극적으로 활용해 나가기로 했다.
