정치학자들이 한국정치의 후진성을 이야기할 때마다 나오는 말은 정당 간에 비전과 정책의 대결이 이루어지지 않는다는 것이다. 그 원인으로는 정당들의 정책생산능력이 부족한 것을 원인으로 꼽는다. 맞는 말이기도 하지만 역사적으로 볼 때 정당들에만 책임을 돌리기 어렵다. 민주화 이전의 권위주의정권시절에 여당은 정부의 거수기 역할에 불과했으므로 아예 정책개발능력을 키울 필요성을 느끼지 않았다.

야당은 어떠한가? 집권경험을 갖지 못했다는 한계도 있고, 민주화 투쟁이 급선무였으므로 투사역할에 충실하면 족할 뿐이었다는 해석도 있다. 그러나 이것도 사실과 조금은 다르다. 당시에도 야당은 김대중이라는 가히 전설적이라 할 정치인을 가지고 있었고, 그는 아무도 생각하지 못한 대중정치론과 4대국 평화보장론이라는 놀랄만큼 진취적인 정책과 비전을 만들어 국민에게 제시했다. 그럼에도 불구하고 군부정권은 야당을 파트너로 인정하지 않고 자신들이 몰릴 때마다 색깔론과 북풍, 지역감정이라는 세 가지 무기를 전가의 보도처럼 휘두르며 탄압했기 때문에 야당이 정책과 비전을 앞세워 여당과 경쟁구도를 만들거나 국민의 지지를 호소할 수 없었던 것이다. 한마디로 말하면 한국정치의 후진성 논란에서 야당은 희생자였다.

지금 민주당 내에서 당 쇄신과 관련된 논란이 커지고 있다. 예로부터 일신우일신(日新又日新)이라 했다. 나날이 새로워지라는 말이다. 연암은 법고창신(法古創新)이라 했다. 짧은 지식으로는 전통을 따르되 새로운 것을 창조해야 한다는 말로 읽힌다. 민주당이 국민에게 사랑받는 좋은 당이 되려면 매일 새로워져야 하고, 민주당의 전통을 따르되 시대흐름에 맞는 새로운 것을 창조해야 한다.

또한 야당의 생명은 시끄러운데 있다. 야당은 늘 내부적으로 싸우면서 발전했다. 70년대의 중도통합론과 선명야당론의 대결은 유명한 싸움이다. 당시에도 일부 보수언론은 이철승과 김영삼의 계파싸움으로 매도했지만 그 것이 단순한 계파싸움이 아니라는 것은 역사가 증명한다.

따라서 민주당의 쇄신을 주장하는 쇄신희망여대의 주장은 원칙적으로 정당하다. 시기와 상황을 들어 당의 미래에 대한 백가쟁명을 미루는 것은 옳지 않다. 쇄신주장을 단순히 분파주의라 매도하거나 특정인을 거론해 역공을 취하는 것도 더더구나 민주당 발전에 도움이 되지 않을 것이다. 당의 미래에 대한 당 구성원간의 공개적이고 역동적인 토론은 마이너스보다는 플러스가 많기 때문이다.

다만 쇄신희망연대도 한 가지 유념할 점이 있다고 본다. 쇄신연대가 대안적인 노선과 정책을 충분히 부각시키지 못한 채 당 지도부에 대한 비판에 치중하는 듯한 인상을 주면서 상호간에 감정적으로 대립하고, 안으로는 개인에게 상처를 주고, 밖으로는 소위 밥그릇 싸움으로 매도되는 빌미를 제공하지 않았나 하는 점이다. 쇄신연대는 지금부터라도 쇄신논쟁을 더 생산적으로 승화시키기 위해 논의의 초점을 노선과 정책, 비전에 집중하기를 기대한다. 그래서 당원과 국민들이 노선과 정책, 비전의 쇄신에 크게 공감한다면 사람의 쇄신은 자연스럽게 따라오지 않겠는가?

지난 대선에서 민주당은 정책과 비전으로 승부하지 않고 지나치게 네가티브 선거에 의존했다. 한마디로 멋지게 싸우지 못했다. 그 결과는 국민의 외면이고 참패였다. 이런 모습을 당내에서 재연해서는 안된다. 그러기 위해서는 당지도부의 열린 자세도 필요하다. 당의 발전을 위해서는 누구하고라도 어떤 논의라도 가능하다는 입장을 보여주기를 기대한다.

필자는 아직 민주당 쇄신의 내용을 말할 준비는 부족하다. 하지만 쇄신논의의 방향에 대해서라면 세 가지 질문을 던지고 싶다.
첫째, 어떻게 더 국민생활에 다가가는 정당이 될 수 있을 것인가
둘째, 어떻게 더 당원이 주체가 되는 정당이 될 수 있을 것인가
셋째, 어떻게 더 나라의 미래를 책임지는 유능한 정책정당이 될 수 있을 것인가

부디 지금의 쇄신논쟁을 통해 당이 한 단계 더 도약하고, 더 강하게 결속하는 좋은 정당이 되기를 기대한다.
