'CEO 출신' 이계안 전 의원 비운의 가족사 "아버지-여동생, 진보에 몸 던져…"

정치색이 덜 하고 아직 '때'가 끼지 않은 인물, 아이러니하게도 한국에서는 그런 인물이 정치적으로 부각되곤 한다. 민주당 서울시장 예비후보인 이계안 전 의원 역시 그런 부류에 속하는 사람 중 하나다. 현대자동차와 현대캐피탈의 CEO 출신이라는 이력과 민주당 소속이라는 부조화 속에서 스스로 '경계인'이라 칭하는 그는 뚝심 있게 그 남다른 길을 홀로 걷고 있다.

현대자동차 CEO·비정치적 이미지…"알고 보면 아이디어맨"


 

실제로 그는 2010년 서울시장에 나서기로 결심하고 수개월 전부터 서울 구석구석을 2천km 이상을 터벅터벅 걸었다. '일을 통한 빈곤 탈출 정책'의 하나인 '근로소득 보전세제(EITC:Earned Income Tax Credit)'와 같은 세제복지 제도를 입안하고 도입한 장본인이었던 그는 타고난 아이디어맨이다.


 

이러한 창의적 아이디어들이 그냥 쏟아진 것은 아니다.


 

이 전 의원은 1952년 경기도 평택 포승읍 내기리에서 태어나 어릴 적부터 못된 짓만 골라 하는 유명한 골목대장이었다는 그는 할아버지와 부모님의 영향으로 모범생으로 거듭날 수 있었다고 한다. 일단 그가 말하는 성장과정이며 진보인사였던 아버지의 이력이 예사롭지 않다.



 

“아버지가 진보정치운동으로 인해 오랜 세월 옥고를 치른 터라 초등학교 4학년 때 처음 아버지를 뵜어요. 그 탓에 가정형편이 매우 어려웠는데 그 전까지 아버지의 빈자리를 채워주고 가난 속에서도 꿋꿋하게 자랄 수 있도록 삶의 지혜를 가르쳐 주신 분이 바로 할아버지시죠. 초등학교 6학년 때였을 거예요. 학교에서 단체로 바닷가 모래를 푸러 갔는데 그 때 제가 선생님들 막걸리를 몰래 마시다 들켰어요. 당시 시골에선 시제나 제사를 모실 때 문중 식구들끼리 술을 돌려마시곤 해 심각하게 생각하지 않았는데 담임선생님이 ‘학교에 나오지 말라’고 하는 거예요. 고민고민하다 할아버지께 말씀을 드렸더니 바로 선생님 몇분을 집으로 초대하시더군요. 선생님들께 모두 한잔씩 술을 돌리시더니 저에게도 정중하게 술을 주시더라고요. 말은 없지만 그 깊은 뜻을 헤아린 선생님은 저를 용서해주셨죠."

동네 골목대장…"할머니, 할아버지 덕에 '모범생'으로 탈바꿈"


 


"아버지가 중학교 입학 선물로 이병도 박사의 국사대관, 동양사대관, 서양사대관 등 역사책과 사상계 정기 구독권을 주셨으니 알만 하죠? 하지만 무엇보다도 제겐 어머니에 대한 기억이 가장 애틋합니다. 제가 다닌 경복고등학교나 서울대학교가 어떤 학교인지도 모르셨고, 광주리 장사로 어려운 가계를 이끌었지만 누구보다 지혜로운 분이셨어요. 여전히 가슴에 품고 있는 말이 있는데 제가 걱정을 할라치면 어머니께서 늘 '애비야, 걱정거리는 앉아 있어도 온단다. 미리 뛰어나가 맞지 말아라'라고 하셨죠. 그 덕분에 긍정적인 사고를 갖게 됐어요.”


 


이 전 의원은 할아버지와 부모님의 보살핌으로 인해 모범생으로 거듭났지만 인생이 순탄치만은 않았다. 홀로 상경해 경기중학교 진학에 실패하고 경동중학교에 진학한 그에겐 가난이 가장 큰 걸림돌이었다. 당시 어려운 집안사정을 학교에 말하면 무료로 빵과 우유를 받을 수 있었지만 자존심이 허락하지 않았다는 전 의원은 늘 수돗물로 허기진 배를 채워야 했다고. 하지만 점심을 굶는 것은 숨길 수 있어도 동복을 사지 못하는 가난은 숨길 수 없었다. 결국 이 전 의원은 학교를 포기하고 고향으로 내려와 농사일을 거들게 됐는데 이 시기가 가장 힘들었던 때라고 회고한다.



 

현대그룹 입사로 '인생 2막' 시작…"현장엔 '신의 목소리' 있다 깨달아"


 


“정말 힘들었는데 다행히 외삼촌께서 ‘똑똑한 놈은 공부를 해야 한다’며 제가 평택에 있는 학교에 다닐 수 있도록 힘써주셨어요. 가장 고마운 분 중 한 분이죠.”



 

학업을 포기하고 고향에서 농사일을 돕던 그는 결국 외삼촌 도움으로 다시 공부를 시작하여 서울대학교 학사과정을 마친 후 당당히 현대그룹의 일원으로 인생의 2막을 시작하게 된다. 1976년, 이 전 의원의 대학교 은사인 이현재 전 국무총리의 추천으로 입사하게 된 것. 기업은 이 전 의원과 궁합이 맞았다. 이 전 의원은 소질 있는 기업인으로 ‘아이디어 뱅크’라는 별명을 얻게 된다. 하지만 그는 기업인으로서 이룬 성과는 모두 소시민, 소비자와의 대화에서 얻은 것이라며 손사래를 친다.



 

“택시를 타면 조곤조곤 살아가는 이야기들을 하잖아요. 그래서 택시타기를 즐겼어요. 공장 현장에서 파악할 수 없는 자동차의 문제점을 속속들이 파악할 수도 있고 홍보도 되잖아요. 그래서 택시를 타면 명함부터 내밀었었죠. 대부분 명함을 보고 자동차의 문제점을 말해주는데 하루는 운전기사가 ‘현대 자동차 택시를 타기는 틀렸다’고 하더라고요."


 


실제로 당시 삼성 SM5에 택시 시장을 잠식당해 영업용 시장의 판매 하락세로 고민하고 있었다.



 

"왜냐고 물었죠. 그랬더니 이 분 말씀이 ‘SM 차량은 창문이나 사이드 미러를 전동식으로 맞출 수 있어 운전하기가 훨씬 수월하다. 그런데 현대자동차는 택시회사만 겨냥해 싼 값만 내세운다’고 하시더라고요. 아, 진짜 운전해보니 차이가 확연하더군요. 그래서 상품개발팀에 기능추가 비용이 얼마냐 더 드냐고 물었죠. 한 대에 1만원, 하지만 택시시장이 10만대 정도라 거의 100억 원이 소요되는 것이었어요. 하지만 택시 운전자들이 자동차의 선전탑들이거든요. 이분들에게 소위 ‘씹히면’ 차를 못 팔아요. 그래서 판매 매니저와 상품개발을 하는 시스템을 갖추고, 광고 컨셉도 바꾸는 등 많은 노력을 기울였습니다. ‘현장에 신의 목소리가 있다’는 말을 절감하는 순간이었죠.”



 

이 전 의원은 기업인으로서의 인생 내내 열정을 바쳐 일했다. 28년 동안 거의 매일 6시 15분에 출근하는 성실 직장인이었다. 그 덕분에 그는 1998년 (주)현대자동차의 사장의 위치에 오르게 된다. 이런 성실함이 닮아서일까. 그가 존경하는 인물도 현대그룹의 고 정주영 명예회장이다.



 

“고 정 명예회장님의 삶 자체가 내게는 닮고 싶고 노력해야 할 대상이었습니다. 해방과 동란을 거치는 시커먼 폐허 위에서 결코 무릎꿇지 않고 우리 경제를 지탱하는 산업분야를 일으킨 그 분의 철인의 발걸음이 존경스럽지요.”



 

이렇듯 뚜렷한 목표의식과 눈에 보이는 성과로 승승장구하던 이 전 의원이었지만 단 한사람, 그 모습을 못마땅하게 여긴 이가 있었다. 바로 이 전 의원의 아버지였다.



 

“대학졸업 후 나름대로 직장생활을 잘했다고 생각했는데 아버지는 늘 제게 정치하기를 강권하셨어요. 1988년 당시 정몽준 현 한나라당 대표가 울산 동구에서 무소속으로 국회의원에 당선됐을 땐 ‘내가 정주영 회장보다 못한 게 뭐냐’고 호통을 치셨고, 제가 사장이 되었을 때도 ‘좋은 대학 나와 처자식 먹여 살리는 게 그렇게 중요하냐’고 물어보기도 하셨어요. 결국 살아 생전에 제가 정치인이 되는 모습은 보지 못했지만 결국 정치의 길로 들어섰죠.”




 

숨겨진 이계안 전 의원의 가족사…진보에 몸던진 아버지와 여동생


 


아마 이 전 의원의 정치행은 그가 태어나기 전부터 진보운동에 몸바친 아버지의 유전자 영향인지도 모른다.



 

“진보정치를 꿈꾸다 오랜 세월 옥고를 치른 아버지, 대선 낙마 후 집권세력으로부터 사사건건 간섭을 받았던 고 정 명예회장을 보며 ‘정치는 할 게 못되는 구나’생각했던 제가 결국 정치인 이계안이 된 데에는 아버지로부터의 정치 DNA를 물려받았기 때문일 겁니다."



 

여동생의 죽음도 한몫했다. 마흔다섯의 나이에 폐암으로 생을 마감한 이 전 의원의 동생 이계숙씨는 진보운동가였다. 아버지의 뒤를 이은 2대 운동가였던 셈. 하지만 여동생이 하는 일을 알지 못했다는 이 전 의원은 이씨의 사망 후 김규항씨의 칼럼집 에 적힌 이씨에 대한 헌정사를 읽고서야 여동생의 행적을 알게 됐다.


 


“2004년 국회의원 선거 때 저를 찾아와 도와준 동생의 운동권 후배들, 제가 봉사활동을 다니던 영등포의 한 교회에서 동생의 이름이 적힌 액자를 보면서 여동생이 얼마나 열정적인 대학생활을 보냈고, 세상에 대해 어떤 자세로 살았는지를 알 수 있었습니다. 그리고 여동생의 흔적들 속에서 저는 앞만 보고 달려왔던 제 삶을 돌아볼 수 있었어요. 지금 전 제 동생이 너무도 자랑스럽고 부럽습니다. 책을 헌정하는 후배 문사, 시인 등 그녀를 기억해주는 많은 분들이 있어서예요. 아버지가 먼저 걸었고, 제 동생이 뒤이어 걸었던 그 길, 두 사람이 세상에 없는 지금은 제가 그 길을 걷고 있습니다.”

'공주'였던 아내와 첫사랑 빠져…"30cm 사랑 이뤘다"



 

아버지, 여동생을 비롯해 그의 아내도 그가 정치인 이계안으로 거듭나는 데 가장 큰 도움을 준 조력자다. 대학 입학 후 첫 미팅에서 아내를 만난 이 전 의원은 불가능에 가깝다는 첫사랑과 결혼한 케이스. 그의 아내는 이화여대 국문과생으로 사대문을 벗어난 적 없는 서울 공주였지만 이 전 의원을 만난 후 그에게 양보하고, 무한한 신뢰로 그를 지원하는 가장 큰 조력자가 됐다.


 


“아내와 30cm의 키차이가 나서 ‘30cm'사랑으로 불리는데 아내가 늘 자신 덕에 내 키가 더 커보인다고 말해요. 키뿐 아니라 모든 부분에서 아내는 열정적으로 일하고 꿈을 이룰 수 있게 하는 원동력입니다.”


 


고등학교 때 항상 부지런히 등교한 까닭에 ‘교문여는 학생’이라는 별명이 붙었다는 이 전 의원은 요즘도 그 부지런함을 온 몸으로 보여준다. 지난해 7월부터 시작한 도보 서울 관찰이 대표적. 이 전 의원은 “2010년 선거를 앞두고 2010km를 걷겠다는 생각에 시작한 것”이라며 웃는다.




 

'교문 여는 학생' 별명답게 도보는 취미…"7월부터 2010km 걷기 중"



 

“지난해 7월 21일, 홍수가 난 직후에 한강 가양대교부터 광진교까지 물을 토해내는 지천을 걸었어요. 차츰 테마를 정해서 걸어보면 좋겠다는 생각에 걸으면서 뉴타운 지역도 보고, 재래시장, 근린공원, 교육시설 등을 보면서 돌아요. 재보지는 않았지만 얼추 2000km 정도 걸은 것 같아요. 고 정 명예회장님이나 세계적 창업가들의 ‘현장에 신의 음성이 있다’는 말을 믿어요. 실질적으로 현장에 가봐야 가보지 않은 사람과 다른 내공 있는 이야기를 할 수 있죠. 놓치기 쉬운 속살까지 들여다본달까요. 신과 대화할 수 있는 생각이라 생각해요. 사람이 사람답게 살 수 있는 요소들을 생각하고 떠올릴 수 있잖아요.”


 


녹색성장도 좋고, 기획도시도 좋지만 그 무엇도 사람보다 우선시되어서는 안된다는 것이 그의 지론이다. 그래서일까. 그가 생각하는 정책들도 모두 인간미가 물씬 넘쳐난다.



 

“복지정책이 우선시됐으면 해요. 여타 의원들과 다른 주장을 하는 부분도 있긴 하지요. 초,중학교 무상급식이나 차등 보육료 줄 때 그 절차가 아이들 스스로 가난한 것을 입증하면 자격을 주거든요? 저는 정말 반대합니다. 저 역시 중학교 때 제 입으로 집안형편이 어렵다면서 무료 빵과 우유를 받는 것이 그렇게 싫었거든요. 그래서 초등학교 무료급식에 대해서는 묻지 말고 몽땅 주자는 입장입니다. 보육료 차등 보험료 역시 마찬가지입니다. 예산이 제한되어 있거든요. 제 국회의원 시절 당시 여성가족부 아이디어가 가계 평균 소득을 100만원으로 놓고 100만원이 되면 10만원을 준다는 거였어요. 110이 되면 8만원인 거예요. 부모의 소득수준에 따라 8등급을 나눠 등급에 맞춰서 차등에 준다, 국내에서 소득을 정확하게 알 수 있는 객관적 인프라 시스템이 있는가…. 이게 얼마나 불합리한 일입니까. 결국은 예산문제라 지금은 차등 보험료하고 있는데 저는 돈을 좀 더 마련해서 아동수당처럼 주는 게 맞다는 생각을 하고 있습니다.”




 

'재수생'은 떨어진 순간부터 '재수'…"현장 경험 살리고 싶다!"


 


늘 마음속에 품어 왔던 이런 생각들은 차곡차곡 2010년 이 전 의원의 서울시장 선거 출마 공약으로 정리되고 있다. 2006년 서울시장 낙선이라는 뼈아픈 경험이 있음에도 또다시 도전하는 이유다.



 

“재수하는 사람은 떨어진 그 순간부터 재수하잖아요. 고민도 많이 했고, 세상일을 하는 데는 시와 때가 있다는 생각도 했어요. 제가 피곤하거나 불편하면 위로를 받는 책 중에 하나가 삼국지인데 유비와 제갈공명을 삼고초려해서 드디어 제갈공명이 유비에게 ‘중요한 일에는 시와 장소, 때와 사람이 있다’는 말을 해요. 제가 열린우리당을 갈 때도 그런 얘기를 했었고, 지금도 마찬가지입니다. 2006년 낙선하는 순간부터 생각해서 때, 노는 마당, 사람 등이 그 때와는 다르다는 생각을 해요. 다만 여전히 당이라든지 정치권에서 바라보는 것과 간극이 있는 것이 고민이기는 합니다.”


 



거대담론이 한때 정치권을 지배하던 시기가 있었다면 이제 한국의 정치는 보다 작은 이야기들로 채워져야 한다. 또한 이 과제를 해낼 수 있는 사람은 ‘시장’이라는 현실에 철저하게 발을 딛고 있으면서도 ‘진보’에 대한 상상의 나래를 펼 수 있는 그런 자기만의 히스토리가 있는 사람만이 해낼 수 있다.

정치에 입문하며 한나라당이 아닌 열린우리당을 선택하여 지인의 절반을 잃었고, 서울시장에 출마한다고 선언하면서 또다시 지인의 절반을 잃은 이 전 의원. 하지만 그는 그의 신념과 철칙을 믿으며. 현장의 목소리를 듣고 시민의 호소에 귀 기울이기 위해 꿋꿋하게 자신만의 길을 걷고 있다. 아버지로부터 이어져 온 정치 DNA와 이 전 의원만의 정치철학이 그에게 어떤 길을 제시해줄지 기대된다.
