저는 공무원은 그야말로 'Civil Servant'라고 생각합니다. 정권이 아니라 그 나라의 국민을 위해 봉사하는 사람을 말한다고 생각합니다. 국민으로부터 존경받는 공무원, 그들이 수행하는 정책이야말로 믿을 수 있다고 생각할 때 그 정책은 효과가 높습니다. 선진국이란 이런 신뢰가 전제되는 사회입니다. 프란시스 후쿠야마가 선진국을 선진국답게 만드는 것이 바로 신뢰(Trust)라고 본 이유가 바로 여기에 있을 것입니다.
현 정부에서 경제정책을 총괄하는 기획재정부 장관으로 취임한 윤증현 장관의 취임 일성은 "영혼이 있는 공무원"이었습니다. "요즘 공무원들이 영혼이 없다는 얘기가 나오는데 비애를 느낀다" 면서 소신 있는 정책추진을 강조했습니다.
