참여민주주의, 당내민주주의, 지역분권을
훼손하는 정세균체제에 대한 우리의 요구
민주당은 참여민주주의, 자치와 분권을 주창해 온 정당이다. 그러나 정세균 체제는 당의 정신을 훼손시키고 시대정신에 역주행하고 있다. 선거관련 거의 모든 당무를 중앙에 집중시키고, 수도권은 물론이고 전국에 걸쳐 '묻지도 따지지도 않고' 특정후보 만들기에 골몰하고 있다. 그러나 이러한 맹목적인 돌진은 당의 명운이 걸린 지방선거를 사지로 몰아갈 것이다.
정세균 체제는 지방선거를 준비하는 과정에서 정당민주주의를 심각하게 훼손하고 있다. 특히 광역단체장선거의 경우, 후보예정자들에게 일언반구의 설명이나 협의가 없었다. 최소한의 의견수렴조차 철저히 배제된 것이다. 기초단체장선거는 아예 후보추천권마저 중앙당으로 귀속시켰다.

해당 시도당의 역할은 사라졌고, 경선관리본부가 보고하면 최고위원회, 당무위원회가 승인하는 요식절차를 통해서 경선여부, 경선규칙을 전단(專斷)하고 있다.
특히 문제가 되는 것은 ‘국민참여경선’을 말하면서 ‘여론조사 50%’로 결론을 몰아가고 있다는 점이다. ‘여론조사 경선’은 표의 등가성 문제, 정당민주주의와 경선 역동성 저해라는 측면에서 많은 문제점이 지적되었고, 많은 정치학자와 지지자들의 반대가 있었다.
당원투표와 여론조사로 후보를 결정하는 경우, 당원이 아닌 많은 민주당 지지자들이 여론조사 전화를 받는 경우가 아니면 경선참여가 원천적으로 봉쇄된다. 따라서 여론조사 방식은 당을 달리하는 후보간 단일화나 도저히 경선을 치를 수 없는 상황에 국한해야 할 것이다.
정세균 체제는 또 지방선거 관련 <규정>, <세칙>에서 후보자 공개토론, TV토론에 대해서도 명시적인 규정을 하지 않아서 정책토론회 등을 규정한 <공직선거법>보다도 후퇴한 모습이다. 대한민국 민주주의를 이끌어 왔다는 정당이라고 보기 어려운 대목이다.
지금과 같이 경선을 준비해서 지방선거를 치른다면 경선흥행을 포기한 것이고, 선거패배로 귀결되면서 그 부작용이 실로 막대할 것이다. 그 책임은 전적으로 정세균 체제의 몫이지만 그 피해는 당원과 지지자들, 궁극적으로 국민에게 미칠 것이다. 이러한 우려와 충정을 담아 다음과 같이 요구한다.
